The VA doesn't have to have individual packages. Though they would accept them.
Just to add insanity to the project, Rosie's Place said they'd take any art stuff we have including fabric scraps and they don't have to be individually packaged but if that's our thing it would be okay. And if we don't have enough stuff for them, they'll wait for another time if we ever do this again.
